:: GREETINGS to all and the newcomers to this list. We'd like to introduce ourselves. George and Rita Williams, who founded this ministry, were Mormons (Temple Mormons part of the time) for 20 years. We prayed to God in 1992 to allow us to do a ministry speaking out against Scientology. Six months later God led us to the truth: out of the cult of Mormonism. We did not know at the time we were in a cult. No-one had witnessed to us in 20 years. [George passed away to heaven in March 2003 and Nicholas Stivers joined the ministry as Vice President.]
The Holy Spirit brought us to information about all the cults and the present development of the New World Order. We began bringing our research to you. Because all the research was already done, we decided to build a library within Cephas Ministry.
We are King James Version Bible students and have left all worldly organizations.
The focus of these newsletters is to prove why we had to leave the world system. We are called 'Watchmen on the Wall' which God always had during the Old / New Testament Times.
To understand what is happening, one has to know the Bible to compare notes.
The first section is about the church. The news about churches is unedited unless indicated by Ednotes. The church as we knew it, is undergoing disintegration. This began on a fast track in the early nineteen sixties when the Catholic Church produced liberal Vatican II to replace Vatican I.
The trend since then has been ecumenical which is truly what the word 'Catholicism' means: a universal religion all inclusive and multicultural. The Bible calls for a final church which doesn't resemble what Jesus taught. The Word of God has undergone many changes to fit the present mode. The Bible calls for a falling away from the truth before Jesus comes back for His Bride, the true believers called 'Ekklesia.' Our newsletters prove this fact and prove that the Bible is true from beginning to end.
The second section is about globalism where we bring your attention to the social, political and global trend to prove that we are moving to closure of the times of the Gentiles.
The third section compliments End Time teachings with what is happening in Israel. We describe and watch for signs of the coming Tribulation to confirm that we are moving into that space and time.
Watchmen on the wall do not solicit memberships. We have an email group that gets information when we upload new information and a newsletter whenever it is possible time wise. We love the Lord with all our hearts and minds and we love all people God has created but especially those who love our Lord and Savior, Jesus Christ. SCHOOL OFFICIALS CENSOR BIBLICAL VIEWS ON HOMOSEXUALITY
District Folds Under Pressure from Local ACLU, Cancels Clergy Presentation by Jim Brown and Jenni Parker - July 1, 2004 - (AgapePress) - The Windsor Locks (Connecticut) School District has caved in to the demands of the Connecticut Civil Liberties Union (CCLU), which recently threatened the district with an injunction if its officials allowed local clergy to give a biblical presentation on homosexuality at Windsor Locks High School.
This past May, Windsor Locks School District had permitted a group called the Stonewall Speakers to visit the high school and promote the homosexual lifestyle. Representatives of the Stonewall Speakers claim their organization was not there to encourage students to pursue homosexuality or lesbianism as a lifestyle, but to discourage bigotry and violence by dispelling myths about homosexuals, bisexuals, and transgendered people.
Still, some local clergy and members of the public felt the pro-homosexual presentation needed to be balanced, and the school district agreed to allow a group to come into the school and present a religious perspective on the issue. However, when the CCLU threatened legal action, district officials decided to cancel the planned clergy presentation...
Moreover, Pastor Flannery feels the school district should take steps to make sure that what happened at Windsor Locks High School never happens again. "What we would really like would be to have a commitment from the school board, from the superintendent, and from the principal of the high school, that no longer will they allow just one side of an issue to be presented," he says.

PASTOR GETS PRISON SENTENCE FOR SERMON OFFENDING HOMOSEXUALS

Green had described homosexuality as "abnormal, a horrible cancerous tumor in the body of society" in a 2003 sermon. Soren Andersson, the president of the Swedish Federation for Lesbian, Gay, Bisexual and Transgender rights, said on hearing Green's jail sentence that religious freedom could never be used as a reason to offend people.

VATICAN LEADERS CONDEMN ANTI-ZIONISM
BUENOS AIRES, July 8 (JTA) - By Florencia Arbiser -- In an unprecedented step, Catholic religious leaders have signed on to a statement rejecting anti-Zionism as a form of anti-Semitism. A statement expressing ``total rejection of anti Semitism in all its forms, including anti-Zionism as a more recent manifestation of anti Semitism," was released Thursday at the end of the 18th International Liaison Committee meeting between Jewish and Catholic intellectuals and religious leaders in Buenos Aires.
The Catholic and Jewish leaders also committed to work together for justice and charity. ``We came to Latin America and brought about a profound change," Elan Steinberg, executive vice president of the World Jewish Congress, told JTA. ``The government and the Catholic church, the two most relevant institutions of the region, are supporting us." Leaders of the WJC, which helped organize the forum, also met with Argentine President Nestor Kirchner. Kirchner agreed to press other Latin American presidents to sign a petition against anti-Semitism, they said.
The Jewish leaders were gratified that the concluding document also condemned terrorism, calling it ``a sin against man and God." The delegates also proposed holding a shared celebration next year for the 40th anniversary of Nostra Aetate, a landmark Vatican document declaring that Jews historically are not liable for Jesus' death and establishing a joint annual memorial for Holocaust victims. The announcement was made at a gathering of religious, academic and other leading Jewish and Catholic figures in Buenos Aires. "We oppose anti-Semitism in any way and form, including anti-Zionism that has become of late a manifestation of anti-Semitism," the statement said. This is the first time that anti-Zionism and anti-Semitism have been equated by the Catholic Church.
The statement also includes a stern condemnation of terrorism, particularly terror in the name of faith. "Terror is a sin against man and against God."
Fundamentalist terrorism in the name of God has no justification and cannot be justified." Ilan Steinberg, director of the World Jewish Congress, one of the forum's organizers, described the joint statement as "an historic moment." "For the first time, the Catholic Church recognizes in anti-Zionism an attack not only against Jews, but against the whole Jewish people." Senior Jewish figures called the announcement a significant, public statement of support by the Catholic Church in the face of anti-Zionism. 'RAINBOW-COLORED COMMUNION BREAD SURFACES AT METHODIST GATHERING
AgapePress, by Jim Brown - June 15, 2004 - Evangelical students are outraged over displays of homosexual activism at the United Methodist Student Movement's leadership conference.
Hundreds of Methodist college students and campus ministers gathered at United Methodist Church- affiliated Hendrix College in Conway, Arkansas, in late May for "Student Forum 2004." The attendees took part in Bible studies, worship services, and community outreach, and also debated various
resolutions. However, students like Ross Stark of Mississippi were disturbed by the large number of pro-homosexual measures that were discussed, as well as a communion service that included multicolored bread.
Stark, who contends the bread signified approval of homosexuality, says he was offended by use of the multicolored bread as well as by the fact that the communion service was used to make a political statement. "It was the fact that they know very well that the rainbow has been taken as a pro-homosexual sign, and then they incorporated the different colors of bread with that," the 20-year-old student says.

IRS STATES THAT CHURCH OWES $5,319,750.27 IN BACK TAXES
A federal appeals court must deal with an Indiana Baptist church that refuses to hand over past-due taxes to the Internal Revenue Service. The IRS says the religious group must adhere to tax law, while the church claims the First Amendment protects it from government intrusion.
The Indianapolis Baptist Temple has refused to pay Social Security, Medicare and income taxes for its employees. Last spring, the U.S. Justice Department sued the church in federal court seeking $6 million in back taxes, interest and penalties. Greg Dixon, the church's pastor, has claimed the church is not an employer and therefore cannot be taxed by the government.
"The Indianapolis Baptist Temple is a New Testament Church," Dixon wrote in a piece that appears on the Web site of the American Coalition of Unregistered Churches, of which he is the chairman. "It is not a religious organization operating as a not-for-profit charity" under the tax code. "A true New Testament Church is not an employer nor does it have employees. Neither is it a taxpayer. Those who serve the church are ministers exercising their gifts by the Holy Spirit. They receive love gifts, not wages."
On June 29, 1999, U.S. District Judge Sarah Evans Baker "flatly rejected" Dixon's argument.
"While Defendant, of course, has the right to be a New Testament Church, it does not have the right to foreclose the government from taxing it," Baker wrote in U.S. v. Indianapolis Baptist Temple. "Defendant apparently believes it can evade federal tax law by metamorphosing into various different forms of entity. On this, it is sadly mistaken. The record is clear that Defendant has failed to pay its tax liabilities and owes the United States $5,319,750.27 plus interest and other additions pursuant to law accruing after July 27, 1998."
Baker also concluded that it was "undisputed" that the temple's property is now owned by the federal government and that the "government is entitled to take the necessary and appropriate steps to collect on its judgment.".. Blessings, George K. Pragovich

Heading up the work of reconciliation at White's Coventry Cathedral for several years has been Georges Sada, a former Air Vice Marshall in the army of Saddam Hussein. Recently, however, Sada was chosen to be chief advisor and spokesman for the new Prime Minister of Iraq, Iyad Allawi!
Iyad Allawi is a former CIA operative who formed a terrorist organization which conducted a bombing campaign and sabotage operations in Iraq in the early 1990s, according to recent New York Times article. The bombing campaign was reported to have caused civilian casualties but never threatened the rule of Saddam Hussein. Ironically, Saddam Hussein was also put into power in the 1960s by the CIA.
The new Iraqi government leaves us wondering just how much sovereignty is being transferred to the people of Iraq. As well, how much of this "religious reconciliation" activity is really a ploy for controlling the masses through their spiritual leaders, including Evangelical Christians through Benny Hinn and his fellow charlatans.

BUSH SEEKS CHURCH MEMBERSHIP DATA
Reuters, by David Morgan - WASHINGTON - July 1, 2004 - President Bush, seeking to mobilize religious conservatives for his reelection campaign, has asked church-going volunteers to turn over church membership directories, campaign officials said on Thursday. In a move sharply criticized both by religious leaders and civil libertarians, the Bush-Cheney campaign has issued a guide listing about two-dozen "duties" and a series of deadlines for organizing support among conservative church congregations.
A copy of the guide directs religious volunteers to send church directories to state campaign committees, identify new churches that can be organized by the Bush campaign and talk to clergy about holding voter registration drives.
The document, distributed to campaign coordinators across the country earlier this year, also recommends that volunteers distribute voter guides in church and use Sunday service programs for get-out-the-vote drives. "We expect this election to be potentially as close as 2000, so every vote counts and it's important to reach out to every single supporter of President Bush," campaign spokesman Scott Stanzel said.
But the Rev. Richard Land, who deals with ethics and religious liberty issues for the Southern Baptist Convention, a key Bush constituency, said he was "appalled." "First of all, I would not want my church directories being used that way," he said, predicting failure for the Bush plan.
The conservative Protestant denomination, whose 16 million members strongly backed Bush in 2000, held regular drives that encouraged church-goers to "vote their values," said Land. "But it's one thing for us to do that. It's a totally different thing for a partisan campaign to come in and try to organize a church. A lot of pastors are going to say: 'Wait a minute, bub'," he added.
The guide surfaced as a spate of opinion polls showed Bush's reelection campaign facing a tough battle.
A Wall Street Journal/NBC poll showed Bush running neck-and-neck with Democratic presidential candidate John Kerry among registered voters, 47 percent of whom said they now believed the president had misled Americans about the threat posed by Saddam Hussein's Iraq.
The Bush campaign has also been spending heavily on television ads, only to see the president's approval ratings slump to new lows. Stanzel said the campaign ended the month of June with $64 million on hand. He had no figures on how much Bush has raised in June. At the end of May, Bush had raised $213.4 million and spent all but $63 million. The latest effort to marshal religious support also drew fire from civil liberties activists concerned about the constitutional separation of church and state.

"I also heard a similar testimony about a group of soldiers in World War II from a very small town named Seadrift, Texas. Every day the women of Seadrift prayed Psalm 91 over those men and as a result, all returned home safely. What a miracle!" (Copeland, "Believers Voice of Victory," October 2003).
[TBC: The Lord has certainly furnished us with many examples of His merciful and divine protection, particularly in wartime. The Copelands, however, have continued to teach that the prayer of faith (as they define it) is a force which can be utilized by individuals to bring riches, unceasing health, and controlled miracles. In Copeland's first example, it is reasonable to conclude that not all the troops coerced to pray Psalm 91 were believers. Consequently, to unbelievers, their "prayers" are nothing more than repetition and we would do well to heed the admonition of Matthew 6:7. "But when ye pray, use not vain repetitions, as the heathen do: for they think that they shall be heard for their much speaking" -Matthew 6:7.
As with most stories, Copeland provides no documentation. How different is the testimony of scripture. When the Lord miraculously healed the lame man "whom they laid daily at the gate of the temple" (Acts 3:2-11), the religious leaders who resisted the preaching of Peter and John had no lack of evidence. The Chinese government has blocked a wide range of foreign-based religious Internet sites that relate to persecution of Christians and believers of other faiths, the Dalai Lama and a "surprising number" of Roman Catholic Web sites. SWEDISH LUTHERAN LEADER PLEADS FOR MUSLIMS TO BE GIVEN A CHANCE  
Stockholm (ENI). The archbishop of the (Lutheran) Church of Sweden, K.G. Hammar, has pleaded through the country's largest-circulation newspaper for Muslims to be allowed a bigger say and for their right to wear religious symbols in the work place. "Discrimination against a large group of Muslims today working and living in Sweden is a burning question," the archbishop wrote earlier this month in an article published with two other authors in the Swedish daily newspaper, Dagens Nyheter. NEW YORK TIMES, SALT LAKE CITY, 7.31.2004 - Kirk Johnson - Utah is justly famous for its big families, with cousins piled on cousins, uncles from here to Tuesday, and roots stretching back to the Mormon pioneer days. And what once appeared to be a regional quirk is increasingly viewed by scientists as something more: a near-perfect laboratory, arrived at by complete accident, for the study of human kinship.
Mormon genes are hot.Utah DNA is being used for an international study that seeks to identify chromosomes linked to diseases like asthma and diabetes. Other researchers are studying how the genes for left-handedness or longevity or even the ability to taste bitter foods have moved through the Utah gene pool over time. A nonprofit foundation here is compiling a giant genetic database that will try to pinpoint - after a quick swab of a person's cheek for a DNA sample - where the person's ancestors came from."Utah's contribution to genetics has been enormous," said Dr. Mark S. Guyer, a division director at the National Human Genome Research Institute in Maryland.
To a scientist, the single greatest attraction of Utah - and its biggest distinction in a nation of rootless wanderers - is stability. For more than 150 years, largely because of the Mormon church, the state has been a magnet to people who mostly stayed put. A relatively small founding population was fruitful and multiplied - aided in the 19th century by polygamy, adding a unique wrinkle to the genetic trail. With its emphasis on family records and genealogy, the Mormon church, officially the Church of Jesus Christ of Latter-day Saints, then created a treasure trove of details about those people.The rest was left to science. In the 1970's, researchers at the University of Utah began melding church records with every measure of public health and mortality they could find, creating a vast database - now containing 1.6 million people - that scientists can use to cross-index family trees with cancer clusters and disease patterns and death rates. In the 1980's, an in-depth study of the genetic makeup of 50 big Mormon families was begun...

U.S. ECUMENICAL ALLIANCE
"Church leaders from 30 denominations agreed...[to] a proposal to create the broadest alliance of Christians ever formed in the United States. The steering committee...called "Christian Churches Together in The U.S.A", will invite a wide range of national church bodies and agencies over the next several weeks to join them. The loosely knit alliance would represent five segments of U.S. Christianity, listed in the plan as "Evangelical/Pentecostal, Historic Protestant, Orthodox, Racial/Ethnic and Roman Catholic." The Catholic church, most Evangelicals and Pentecostals do not belong to the National Council of Churches, which is currently the nation's largest ecumenical group.
If the new alliance does emerge, it could supplant the National Council or radically alter its role in American Christianity. Catholic Bishop Tod Brown of Orange, Calif., and Baltimore's Cardinal William Keeler were among the 55 participants who met at Fuller Theological Seminary in Pasadena, Calif. Both are members of the U.S. Conference of Catholic Bishops' ecumenical committee...The Rev. Wesley Granberg-Michaelson, steering committee chair and chief executive of the Reformed Church in America, called the meeting "a remarkable breakthrough. We gathered a wide representation of Christian churches in the U.S.A. and were able to inspire them into making a deep commitment together."
...One sticking point: The nation's largest Protestant denomination, the Southern Baptist Convention, may be reluctant to join, though it had an observer at the meeting... The organization would gather groups that "believe in the Lord Jesus Christ as God and Savior according to the Scriptures" and "worship and serve One God, Father, Son and Holy Spirit."
...in the early stages, the alliance will exist mostly for common worship, fellowship and dialogue on "commonalities" and "differences."... (The Associated Press ) Editors Comment: Notice the different "segments" of "Christianity" which include Roman Catholicism which has a Gospel that has never changed and is diametrically opposed to true Evangelicalism. Notice how Pentecostalism has recently come to be "Evangelical" yet does not practice Sola Scriptura (Scripture Alone), which was one of the pillars of the original Evangelical movement.

POPE JOHN PAUL AND ECUMENICAL PATRIARCH BARTHOLOMEOS MEET IN ROME
Rome (ENI). Pope John Paul II and Patriarch Bartholomeos of Constantinople, seen by many Orthodox Christians as their spiritual leader, have met in Rome and pledged to promote church unity, despite difficulties that remain. Pope John Paul expressed regret for the crusaders' plundering of Constantinople - now Istanbul - in 1204 saying it was one of the "painful facts of the past" that had aggravated relations between the Roman Catholic Church and Eastern Orthodox churches. SWEDISH PASTOR SENTENCED TO ONE MONTH'S JAIL FOR OFFENDING HOMOSEXUALS
- Stockholm (ENI). A Swedish court has sentenced a pastor belonging to the Pentecostal movement in Sweden, Ake Green, to a month in prison, under a law against incitement, after he was found guilty of having offended homosexuals in a sermon. Soren Andersson, the president of the Swedish federation for lesbian, gay, bisexual and transgender rights (RFSL), said on hearing the sentence that religious freedom could never be used as a reason to offend people. "Therefore," he told journalists, "I cannot regard the sentence as an act of interference with freedom of religion." During a sermon in 2003, Green described homosexuality as "abnormal, a horrible cancerous tumour in the body of society". [ENI-30 June 2004]

AS POLICE USE OF TASERS RISES, QUESTIONS OVER SAFETY INCREASE
- New York Tims by Alex Berenson - NAZARETH, Pa. — July 18, 2004 - As the sun set on June 24, something snapped in Kris J. Lieberman, an unemployed landscaper who lived a few miles from this quiet town. For 45 minutes, he crawled deliriously around a pasture here, moaning and pounding his head against the weedy ground.
Eventually the police arrived, carrying a Taser M26, an electric gun increasingly popular with law enforcement officers nationwide. The gun fires electrified barbs up to 21 feet, hitting suspects with a disabling charge.
The officers told Mr. Lieberman, 32, to calm down. He lunged at them instead. They fired their Taser twice. He fought briefly, collapsed and died.
Mr. Lieberman joined a growing number of people, now at least 50, including 6 in June alone, who have died since 2001 after being shocked. Taser International, which makes several versions of the guns, says its weapons are not lethal, even for people with heart conditions or pacemakers. The deaths resulted from drug overdoses or other factors and would have occurred anyway, the company says.
But Taser has scant evidence for that claim. The company's primary safety studies on the M26, which is far more powerful than other stun guns, consist of tests on a single pig in 1996 and on five dogs in 1999. Company-paid researchers, not independent scientists, conducted the studies, which were never published in a peer-reviewed journal. Taser has no full-time medical director and has never created computer models to simulate the effect of its shocks, which are difficult to test in human clinical trials for ethical reasons.

JULY 8, 2004: One of our regular visitors -- James Crabtree of Texas -- is a US Marine Corps Reservist. Here's what he wrote us: I've emailed you before and I'm a huge fan of your site. Currently I am a Marine Reservist that has been mobilized in support of Operation Iraqi Freedom II. We're a Marine infantry battalion from TX of over 800 Marines and Sailors and right now we are in 29 Palms, CA training for our seven month deployment to Iraq in August.
We'd love to have someone 'adopt' our battalion. If you know anyone that wants to send care packages to us in Iraq (which could include copies of political magazines and newspapers) please let me know ... I'll get a new email address over there, but I don't know what it is yet; same with our physical mailing address over there.
As a side note, we're going to be dying for election information. I have the collateral duty as Battalion Adjutant of being the battalion's Voting Officer. That means I have to ensure that every Marine and Sailor in our unit gets a federal absentee ballot request form and understands how to fill it out to request an absentee ballot from their local county. It's a big job, but I think I'll be able to get about 98% turnout. The Commander in Chief means a little more to these young Marines when it effects their everyday lives in a place like Iraq. Regardless of whether or not you support the war, we should all show our support for the brave men and women who serve in our US Armed Forces (note to the anti-war folks: even Michael Moore directly said this in F 9/11). While James happens to be a Republican, many of his fellow soldiers are also Dems and Independents. This is not a project about partisanship. In fact, I'd suggest our care packages -- to help James do his best non-partisan duty as Voting Officer -- contain a good assortment of Bush, Kerry, and other materials highlighting their respective military records and political views -- along with the batteries, candy and other goodies they'd appreciate even more. In return: James, when possible, will send us back some pix and notes to let us know what is happening -- and I'll post them here. Would any of you be willing to contribute money to help defray the costs for the contents and shipping costs for the packages(we'll help by collecting money here on the site)? Both countries have populist governments that came to power by promising the hordes of landless and poor rural blacks that the respective parties (Zanu-PF and ANC) would feed, clothe, and house them. The governments received the votes of these stupid and desperate people. Now they have no means to provide for them. The countries are crawling with an overabundance of overpopulated starving masses. These people do not practice birth control. They accept no responsibility for their desperate situation. The hungrier they are the more children they spew out into the landscape. The governments' only way really to help them is by looking the other way while they steal farm land, farm equipment, houses, and murder the farmers' families. This keeps the desperate hordes satisfied. So long as they turn their wrath and frustration against the white farmers, the government liars who promised them the moon and cannot deliver are safe from the hungry mob.
The only problem for the government is that when the poor blacks take over the farms, they destroy all the machinery, they burn down the buildings for fire wood, they kill all the livestock to eat them, and they eat all the crops, leaving nothing for seed. They are like locusts, moving in and mowing down the land. This causes food shortages throughout the countries. And here is where, in my opinion, the New World Order steps in. You see, the rich countries of the West are happy that the agricultural sector in Africa should be destroyed, so they can then sell their own food to these formerly self-sufficient countries. The West doesn't care how many white farmers have to be killed in order to keep the starving masses of poor blacks content. It just wants stability. And the more farms closed down the better, forcing the African countries to purchase their food from the U.S. and Europe, at a nice profit for those countries' farmers.
So the plight of the whites in Southern Africa is grim indeed. They are caught in the pincers of a stupid black population, a lying black government, and greedy Western economic interests. And just as the British crushed the white farmers in South Africa in the Boer War, so they continue to conspire to ruin these simple and hard working people. Their philosophy is simple: do whatever necessary to promote stability amongst the locust like black masses, keep the diamonds, gold, platinum, and other minerals flowing to the West, and make up for the inevitable food shortages that result from black farm takeovers and decimation of the farms by selling them food from the West. This includes normal crops, genetically modified crops and organisms, and a host of other New World Order products.   In short the West does not care how ruined the national economies of South Africa and Zimbabwe become, so long as the minerals flow to the West and the food imports increase from the West.   In the end, the responsibility is with the local whites, who have forsaken the situation here, are infatuated with materialism and money, and are allowing themselves to be destroyed through lack of organization and planning. As I said before, the blacks are greedy and evil and the whites are stupid. And it's hard to know which is worse.

U.S. WITHDRAWS OFFER TO RESUME DIALOGUE WITH NORTH KOREA
Asian Political News, WASHINGTON, July 2, 2002 Kyodo - The United States has put off a planned trip to North Korea by a high-level U.S. delegation because of a lack of response from Pyongyang and an ''unacceptable atmosphere'' created by a North Korean naval clash with South Korea, the State Department said Tuesday. ''Last night we informed the North Korean Mission to the U.N. that we could no longer play on a July 10 trip since we had not received a timely response from Pyongyang,'' State Department spokesman Richard Boucher said in a statement.
''We also informed the North Koreans that the violent naval conflict in the Yellow Sea had created an unacceptable atmosphere in which to conduct the talks,'' he said. The clash, which took place Saturday off the western coast of the demilitarized zone that separates the two Koreas, left four South Korean sailors dead, one missing and 19 wounded. South Korea says at least 30 North Korean sailors were believed to have been killed or wounded.
South Korea has said North Korean ships intruded across the disputed sea border and opened fire on its boats. North Korea rejects the South's statements as ''false propaganda'' and blames the clash on reckless provocation by South Korean vessels. Boucher said the U.S. plans to maintain ''routine contacts'' with North Korea through the North Korean mission at the United Nations.
At a news conference Tuesday, Japanese Ambassador to the U.S. Ryozo Kato said a senior U.S. State Department official notified him Monday night of the U.S. decision to put off the planned trip.
''Japan, the U.S. and South Korea should continue to exchange views'' on policy toward North Korea, he said. High-level dialogue between the U.S. and North Korea has been in suspension since the final weeks of the administration of former U.S. President Bill Clinton. Boucher said the U.S. told the North Korean mission at the U.N. on June 14 that the U.S. hopes to send a delegation to North Korea.
The U.S. told North Korea on June 25 that the delegation would be prepared to travel to North Korea on July 10 and confirmed the plan in a New York meeting last Thursday, he said.

RECORD FALL IN JOBLESS TOTAL MAY SPARK WAGE INFLATION IN THE UK
The Guardian UK, by Ashley Seager - October 14, 2004 - Unemployment has fallen to 20-year lows but the tightness of the labour market has pushed underlying earnings growth up to its highest in two and a half years, official data showed yesterday. The data also revealed that the long-running pay bonanza for the public sector has come to an end with public sector pay growth now below that in the private sector for the first time in two years. The Office for National Statistics said joblessness fell 51,000 in the three months to August to 1.39 million, the lowest level since records began in 1984.
The unemployment rate also fell to the lowest on record at 4.7%. This equates to just over half the jobless rates in France and Germany. The average rate for the European Union is 9%. The data also showed that the number of people claiming unemployment benefit fell a smaller than expected 200 to 834,000, the lowest level since July 1975. The jobless rate under that measure was 2.7%. Statisticians cautioned that the long down-trend in the claimant count had flattened out. Employment rose by 10,000 in the three months to August to 28.39 million, just short of the record of 28.42 million hit earlier this year. Within that, full-time working rose to a record high of 21.03 million, although the number of jobs in the hard-pressed manufacturing sector fell to an all-time low of 3.36 million.
The figures came after Bank of England governor Mervyn King described the labour market as "undoubtedly" tight. The Bank has long been surprised that the fall in unemployment has not sparked wage inflation. The latest figures showed they may have been justified in sounding the alarm. The headline average earnings figure was unchanged at 3.9% in the three months to August but the underlying measure, which strips out volatile bonus payments, hit 4.3%, the highest figure since April 2002 and just below the 4.5% the Bank considers to be the danger threshold.
The data are some of the few strong signs to come out of the economy in recent months. Data on house prices, inflation, manufacturing output and consumer spending have all been weaker than expected, leading Mr King to conclude in his speech on Tuesday that the economy was going through a "softer patch", a statement that seemed to indicate interest rates may have peaked at their current 4.75% level.

ARMY RECALLING 5,674 WHO LEFT SERVICE
AP Military Writer Robert Burns - June 30, 2004 - WASHINGTON -- For the first time in more than a decade, the Army is forcing thousands of former soldiers back into uniform, a reflection of the strain on the service of long campaigns in Iraq and Afghanistan. Army officials on Wednesday announced that 5,674 former soldiers -- mostly people who recently left the service and have up-to-date skills in military policing, engineering, logistics, medicine or transportation -- will be assigned to National Guard and Reserve units that are scheduled to deploy to Iraq or Afghanistan. The first notifications are to be received July 6.
They will be put on active duty for a minimum of 12 months and mostly likely for 18 months. The Pentagon's policy is to not keep troops in Iraq or Afghanistan for more than 12 months.
Robert Smiley, the Army secretary's principal aide on troop training and mobilization, told a Pentagon news conference that more former soldiers, in addition to the 5,674, are likely to get called up next year. He said he could not estimate the number but would not rule out that it would be thousands.
Col. Debra A. Cook, commander of the Army Human Resources Command, told reporters that although former soldiers in the reserve pool known as the Individual Ready Reserve are required to verify by mail every year that they are physically fit, many will be surprised to get called for Iraq duty.
"There's going to be soldiers who, yes, will be shocked," she said.
The Army did not immediately offer a state-by-state breakdown, but Raymond Robinson Jr., a senior personnel official at Army headquarters in the Pentagon, said many are from California and Texas.
People in the Individual Ready Reserve are distinct from the National Guard and Reserve because they do not perform regularly scheduled training and are not paid as reservists, but they are eligible to be recalled in an emergency because their active duty hitches did not complete the service obligation in their enlistment contracts.
