- :: GREETINGS to all and the newcomers to this list. We'd
like to introduce ourselves. George and Rita Williams, who founded
this ministry, were Mormons (Temple Mormons part of the time)
for 20 years. We prayed to God in 1992 to allow us to do a ministry
speaking out against Scientology. Six months later God led us
to the truth: out of the cult of Mormonism. We did not know at
the time we were in a cult. No-one had witnessed to us in 20
years. [George passed away to heaven in March 2003 and Nicholas
Stivers joined the ministry as Vice President.]
- The Holy Spirit brought us to information about all the cults
and the present development of the New World Order. We began
bringing our research to you. Because all the research was already
done, we decided to build a library within Cephas Ministry.
- We are fundamental Bible students and have left all
worldly organizations.
- The focus of these newsletters is to prove why we had
to leave the world system. We are called 'Watchmen on the
Wall' which God always had during the Old / New Testament Times.

The news about churches is unedited unless indicated by Ednotes.
The church as we knew it, is undergoing disintegration. This
began on a fast track in the early nineteen sixties when the
Catholic Church produced liberal Vatican II to replace Vatican
I.
- The trend since then has been ecumenical which is truly what
the word 'Catholicism' means: a universal religion all
inclusive and multicultural. The Bible calls for a final church
which doesn't resemble what Jesus taught. The Word of God has
undergone many changes to fit the present mode. The Bible calls
for a falling away from the truth before Jesus
comes back for His Bride, the true believers called 'Ekklesia.'
Our newsletters prove this fact and prove that the Bible is true
from beginning to end.
- The second section is about globalism
where we bring your attention to the social, political and global
trend to prove that we are moving to closure of the times of
the Gentiles.
- The third section compliments End Time
teachings with what is happening in Israel. We describe and watch
for signs of the coming Tribulation to confirm that we are moving
into that space and time.
- Watchmen on the wall do not solicit memberships. We have
an email group that gets information when we upload new information
and a newsletter whenever it is possible time wise. We love the
Lord with all our hearts and minds and we love all people God
has created but especially those who love our Lord and Savior,

- Pushing celibacy, marriage counseling under Bush plan. President
Bush has some new troops in his crusade to promote "healthy
marriage" and teen celibacy with federal funds -- followers
of the Rev. Sun Myung Moon, the controversial Korean evangelist
and self-proclaimed new world messiah.
- At least four longtime operatives of Moon's Unification Church
are on the federal payroll or getting government grants in the
administration's Healthy Marriage Initiative and other "faith-based"
programs. Two of those Moon associates were in Oakland last week
leading dozens of local pastors and social workers enrolled in
a "Certified Marriage Education Training Seminar" at
the Holiday Inn next to the Coliseum.
A Cult of Christianity
Theologically, the Unification Church is, at best, a cult of
Christianity. It does not represent historical, biblical Christianity
in any way. Leader Sun Myung Moon's theology can only be described
as insane.

- POPE JOHN PAUL II EXPRESSED APPRECIATION TO ORDER OF MALTA
- VATICAN CITY, JUNE 22, 2004 - John Paul II expressed appreciation
for the evangelizing work of the Sovereign Order of Malta, especially
among the poor, when he received its grand master in audience.
- "I am pleased to take advantage of the occasion to express
greetings to all the members of this distinguished institution
that operates in various parts of the world," the Pope said
in his address today to his guest, Fra Andrew Bertie.
- "The Holy See appreciates the numerous services it renders
to the cause of evangelization and, in particular, the multiple
initiatives for good that it constantly promotes in favor of
the needy," the Holy Father said.
- The Sovereign Military Hospitaler Order of St. John of Jerusalem
of Rhodes and Malta, better known as the Sovereign Order of Malta,
has a twofold nature.
- It is one of the most ancient religious Catholic orders,
founded in Jerusalem around 1050. At the same time it has always
been recognized by nations as an independent subject of international
law.
- The order was born as a monastic community inspired by St.
John the Baptist. This community, established by Amalfitan merchants,
ran a hospice providing care and shelter for pilgrims to the
Holy Land. In 1113 it received formal acknowledgment as a religious
order from Pope Paschal II.
- Today, although some members of the order are professed knights,
having taken the three vows of poverty, chastity and obedience,
others have pronounced only the promise of obedience. Most of
the order's 10,000 Knights and Dames are lay members.

- THE JEWISH ENCYCLOPEDIA ENVISAGES A NOAHIDE REGIME
- The Jewish Encyclopedia envisages a Noahide regime as a possible
world order immediately preceding the universal reign of the
Talmud.
It has to be understood that we are not dealing with the Noah
of the Bible when the religion of Judaism refers to "Noahide
law," but the Noahide law as understood and interpreted
by the absolute system of falsification that constitutes the
Talmud.
Under the Talmud's counterfeit Noahide Laws, the worship of Jesus
is forbidden under penalty of death, since such worship of Christ
is condemned by Judaism as idolatry. Meanwhile various forms
of incest are permitted under the Talmudic understanding of the
Noahide code. (Enziklopediya Talmudit, note 1, pp. 351-352).
The Talmud also states the penalty for disobedience: "One
additional element of greater severity is that violation of any
one of the seven laws subjects the Noahide to capital punishment
by decapitation. (Sanh. 57A)"

Western Europe's first retail bank built around Islamic law,
or Sharia, has opened for business in London. The Islamic Bank
of Britain (IBB), which does not permit the paying or charging
of interest fees, began
operation Wednesday with the goal of attracting Muslims and non-Muslim
alike. The IBB says three-quarters British Muslims practice their
faith, giving the new bank more than one million ready-made customers.

- BEHEADING VIDEO SHOWS FULL HORROR , SAVAGERY OF ACT
I still can't bring myself to watch any of these Internet videos,
but I wanted to find out. There are humane ways to die and there
are the barbaric and unspeakable. Decapitation, terrorist style,
has to lead the league in barbaric and unspeakable. This isn't
death by injection or dying in your sleep. This is the evil we're
up against. Jonathan Hayes, a New York City medical examiner
who gave a talk in Des Moines after 9/11, felt the same need
to know after the beheading of Nick Berg. "The true nature
of this war has been so carefully hidden, every supplied statistic
and every image pruned like a prize rosebush," he wrote
for New York Magazine . "But the slaughter of Nick Berg
seemed unspinnable; like the Abu Ghraib images, it was digital
information, free to anyone who chose to look." Hayes chose
to look. Almost everyone who has seen a beheading video advises
against it. It changes you. Enrages you. Embitters you. Depresses
you. Leaves you doubting whether there's any hope for the world.

- DISMANTLING THE DA VINCI CODE
Sandra Miesel - "The Grail,” Langdon said, “is

The Holy Grail is a favorite metaphor for a desirable but difficult-to-attain

Cup. While the original Grail — the cup Jesus allegedly

Arthurian romance, Dan Brown’s recent mega – best-seller,
The Da Vinci Code, rips it away to the realm of esoteric history.
- But his book is more than just the story of a quest for the
Grail — he wholly reinterprets the Grail legend. In doing
so, Brown inverts the insight that a woman’s body is symbolically
a container and makes a container symbolically a woman’s
body. And that container has a name every Christian will recognize,
for Brown claims that the Holy Grail was actually Mary Magdalene.
She was the vessel that held the blood of Jesus Christ in her

- KABBALAH GURU SUFFERS STROKE - MADONNA'S RABBI

ANGELES — Madonna's personal kabbalah guru Rabbi Philip
Berg has suffered a stroke and is now wheelchair-bound, raising
fears the controversial spiritual leader may not have long to
live.
- Since his stroke a month ago, Berg has remained in a Los
Angeles hospital with his health in decline, one of his assistants
said.
- Most of his devoted followers at the Beverly Hills Kabbalah
Center, where celebs such as Demi Moore, Ashton Kutcher and Britney
Spears often visit, are unaware of the guru's serious health
woes.
- The 76-year-old rabbi was spotted by The Post last week making
the trip from his hospital bed at Cedars-Sinai Hospital, where
he has been treated as an in-patient, to a $2 million Beverly
Hills mansion owned by his eldest son, Yehuda Berg.
- Yehuda and Berg's other son, Michael, were seen gathering
with other friends around the rear of the car in order to help
the ailing rabbi out.
- Family and friends attached a small ramp from the back of
the van to the driveway and the rabbi was wheeled down in a wheelchair,
his head slumped over and looking very weak.
- One of his assistants said the rabbi was struggling to regain

- UNIFICATION CHURCH MOONIES ACCUSED OF INVOLVEMENT IN DRUGS

- PARAGUAY: The Reverend Moon has carved out a section of Paraguay
that is twice the size of Luxembourg. Seamus Mirodan went to
see it
- Reverend Sun Myung Moon, spiritual leader of the Unification
Church, self-proclaimed Messiah, multimillionaire and a generous
contributor to the US Republican Party, has been showing a strong
interest over the last five years in little-known Paraguay at
the centre of the South American continent.
- Since 1999, Rev Moon has built his personal empire which
begins on the marshy banks of the River Paraguay and stretches
beyond the hazy, level horizon through 600,000 hectares of arid
land - equivalent to more than two Luxembourgs - punctuated by
solitary clusters of withered trees and sad bushes which struggle
desperately for air.

of Latin America's most desolate zones. It is here in the northern
province of Chaco, directly above the GuaranI aquifer, the largest
resource of fresh drinking water in the world, where Moon's associates
claim he wishes to build an ecological paradise.
- Nevertheless, national Senator Domingo Laino sees a different
pattern in Moon's acquisitions. "There are two principal
branches to Moon's interest in Paraguay," he said, "control
of the largest fresh drinking water source in the world and control
of the narcotics business", which is so prevalent in this
area. "President Lula told me that Brazil took serious measures
to curb Moon a few years back as it became evident that he was
buying up the border between our two countries," said the
senator.
- Allegations from local law enforcement officials support
this claim. The so-called Dr Montiel, Paraguay's drugs tsar from
1976-89, said: "The fact that they came and bought in Chaco
and on both sides of the Brazilian border is very telling. It
is an enormously strategic point in both the narcotics and arms
trades and indeed the available intelligence clearly shows that
the Moon sect is involved in both these enterprises."
- Paraguay is the major drugs port through which virtually
all the cocaine produced by Bolivia and Peru passes. In the world's
second most corrupt country, "the ease of buying influence
is second to none", said Montiel. "Corruption reaches
dangerous levels and he who wants transparency in Paraguay is
a dead man. Indeed the famous Iran contra affair was operated
from Ciudad del Este" on the south-east Paraguayan border
with Argentina and Brazil.
- Not content with expanses of potentially invaluable land,
Rev Moon has also taken over entire towns, including factories
and homes. In Puerto Casado, tensions between Moon disciples
and locals led to violent confrontation over the last year following
the closure of the only source of work, a lumber factory, and
the dismissal of 19 workers who tried to form a union in order
to demand an eight-hour day and the national minimum wage of

- ANNAN APPEALS TO EUROPEAN COUNTRIES TO PROVIDE MORE U.N.
PEACEKEEPING TROOPS
- UN.ORG - 14 October 2004 – With demand for United Nations
peacekeeping outpacing the supply of forces, Secretary-General
Kofi Annan today issued an impassioned plea to the National Forum
on Europe meeting in Ireland for the continent's countries to
lend their troops, civilian workers and expertise to the world
body's operations.
- "The EU [European Union] is in a position to provide
specialized skills that our largest troop contributors may not
be able to give us, and to deploy more rapidly than we can,"
said Mr. Annan, who noted that less than one-tenth of all UN
peacekeepers come from EU countries, while in Africa, that proportion
drops to one in 20.
- The Secretary-General credited the French-led Operation Artemis
in the Democratic Republic of Congo (DRC) with saving lives and
called it "a model of EU cooperation with the UN."
- He reminded the audience of the surging requirements for
UN peacekeeping. "In the last nine months, with five new
operations either deployed or on the drawing board, the demand
on our peacekeeping has jumped by about 50 per cent," he
said. "We have around 56,000 troops and military observers
deployed today, but we desperately need another 30,000 of them
- not to mention many more civilian personnel, both police and
others."
- Mr. Annan especially underscored the gravity of the situation
in Darfur, Sudan, where fighting between Government and rebel
forces has uprooted more than 1.45 million from their homes and
forced another 200,000 to flee to neighbouring Chad. "The
humanitarian effort needs more money, and the African Union (AU)
needs concrete support - including logistics, equipment and financing,
as well as political pressure on the parties," he said.
"Every country and organization that can help must do so,
now."
- The Secretary-General praised Ireland's contribution to peacekeeping,

- AN ATTACK ON THE U.S. ECONOMY

- Sheik - Osama has repeatedly warned America will never know
peace until it withdraws from the Mideast and ceases supporting
Israel. He ordered followers to attack the heart of America's
power, its economy. He has been horrifyingly successful. The
9/11 attacks cost America $98 billion US, and billions more annually
for heightened internal security. The Bush administration's constant,
politically-timed warnings of imminent al-Qaida attacks -- none
of which materialized -- and attendant media hysteria, have left
Americans frightened and emotionally exhausted.
- The Republican National Convention here is being guarded
by the city's 37,000 cops -- a force twice as large as Canada's
entire army. Ten thousand police will guard the convention centre
at Madison Square Garden, backed by thousands more FBI, ATF,
Secret Service, and other "federales." Still, rumours
abound al-Qaida will attack the convention.
- Roadblocks, checkpoints, flashing red lights, heavily armed
paramilitaries, and armoured vehicles will turn New York into
a traffic nightmare, disrupt commerce, and make the world's most
important city look like Damascus during a military coup, or
a remake of the film Escape From New York.
- Rather than talking about a Vietnam 30 years ago.. Bush and
Kerry ought to be debating how to pull 150,000 U.S. troops out
of two stalemated wars costing $6.5 billion US a month. A recent
Spanish congressional report estimates that had Bush not invaded
Iraq, oil would now be around $30 a barrel, instead of $43. Americans
have yet to understand the full cost of the president's foreign
misadventures

- REPRESENTATIVE FEARS 'RADICAL HOMOSEXUAL AGENDA'

- Republican Rep. Marilyn Musgrave sent a mass e-mail Friday
seeking campaign money to fight what she called a "radical
homosexual agenda" to oust her because she sought a constitutional
ban on gay marriage.
- The letter from the first-term congresswoman cited television
ads from a group calling itself Coloradans for Plain Talk, which
receives financial support from a software entrepreneur, a state
Board of Education member and a health care heiress. One ad shows
a Musgrave look-alike stealing a watch from a corpse while referring
to her vote against barring nursing homes from charging fees
after a patient dies.
Musgrave said she was targeted for introducing the gay-marriage
amendment proposal in Congress, where it has stalled.
- "Leaders of the homosexual lobby know if they can take
me out, no one will stand against them in the future. I have
no other choice but to ask for urgent help from pro-family Americans
like you," the e-mail said.
- The letter was sent using a mailing list rented from the
Traditional Values Coalition, a Washington, D.C.-based conservative

October 11, 2004 - David Goodman - After returning home to Pennsylvania,
Mike Hoffman founded Iraq Veterans Against the War. "You
realize that the people to blame for this are not the ones you
are fighting." More and more U.S. soldiers are speaking
out against the war in Iraq -- and some are refusing to fight.
- Mike Hoffman would not be the guy his buddies would expect
to see leading a protest movement. The son of a steelworker and
a high school janitor from Allentown, Pennsylvania, he enlisted
in the Marine Corps in 1999 as an artilleryman to “blow
things up.” His transformation into an activist came the
hard way — on the streets of Baghdad.
- When Hoffman arrived in Kuwait in February 2003, his unit’s
highest-ranking enlisted man laid out the mission in stark terms.
“You’re not going to make Iraq safe for democracy,”
the sergeant said. “You are going for one reason alone:
oil. But you’re still going to go, because you signed a
contract. And you’re going to go to bring your friends home.”
Hoffman, who had his own doubts about the war, was relieved —
he’d never expected to hear such a candid assessment from
a superior. But it was only when he had been in Iraq for several
months that the full meaning of the sergeant’s words began
to sink in.
- “The reasons for war were wrong,” he says. “They
were lies. There were no WMDs. Al Qaeda was not there. And it
was evident we couldn’t force democracy on people by force
of arms.”
- When he returned home and got his honorable discharge in
August 2003, Hoffman says, he knew what he had to do next. “After
being in Iraq and seeing what this war is, I realized that the
only way to support our troops is to demand the withdrawal of
all occupying forces in Iraq.” He cofounded a group called
Iraq Veterans Against the War (IVAW) and soon found himself emerging
as one of the most visible members of a small but growing movement

- ANTI-SEMITISM MONITORING BILL PASSES CONGRESS, AWAITS

- WASHINGTON, Oct. 12 (JTA) — Against its wishes, the State
Department may soon create an office devoted to monitoring international
anti-Semitism.
The U.S. House of Representatives passed the Global Anti-Semitism
Awareness/Review Act over the weekend.
- The bill passed despite State Department opposition and with
the help of a bipartisan group of foreign policy intellectuals
and political leaders.
- The issue of international anti-Semitism has grown in the
American Jewish community as attacks against Jews in Europe garner
headlines. It’s also a growing issue on the minds of American
Jewish voters ready to cast their ballots for president next
month in some key states.
- The Bush White House has tried to paint itself as sensitive
to the issue. It named efforts to fight anti-Semitism as one
of its achievements in a booklet noting Bush’s strong ties
with the American Jewish community, part of a broad effort to
woo Jewish voters.
- Bush may use the anti-Semitism bill as another example of
his concern, despite the administration’s initial opposition.
A White House spokeswoman said the bill will be signed, but it
was unclear when and whether there would be a signing ceremony.
- Rep. Tom Lantos (D-Calif.), the bill’s architect, convinced
House and Senate colleagues to agree to a beefed-up version of
the legislation. Previous versions would not have created the
State Department office, and would have called for a one-time
report on anti-Semitism rather than an annual account.

and the rest going to landfills. The Hog farmers in the middle
west of the USA produce vast quantities of Hog manure. Millions
of used tires go to land fills or are burned which creates more
air pollution. In Northern California there are 540,000 acres
of land devoted to Almond production. Once a year these Almond
trees are trimmed with one ton of trimmings per acre to create
540,000 tons of green waste that is burned and pollutes the atmosphere
- Given the fact that we have these quantities of fuel source
available, what do we do with it.? We can’t burn it. That
creates toxic residues, toxic emissions and is very inefficient.
- So rather than being stuck for a solution to create electrical
energy from waste, Innovative Logical Solutions (ILS-Partners,

- OIL PRICES NEAR RECORD HIGH $55 - A BARREL LEVEL

 NEW YORK - Crude
oil futures rallied late Friday to a new record high of $54.93,
a day after a decline in the U.S. inventory of heating oil roiled
a market already on edge over tight supplies, high demand and
unrest among key producers.
- Oil for November delivery rose 17 cents to settle at $54.93
a barrel Friday on the New York Mercantile Exchange, after slipping
to $54.14 in early trading. The November contract had settled
at $54.76 on Thursday for the previous high.
- The oil markets are already concerned about supply shortages,
largely because of the slow recovery of oil production in the
Gulf of Mexico following Hurricane Ivan - crude futures have
climbed about $10 a barrel the last month alone.
- "It's momentum," said Fadel Gheit, senior energy
analyst at Oppenheimer & Co. in New York, noting that traders
were also reassured by Fed Chairman Alan Greenspan's comments
that surging oil prices have not adversely affected the U.S.
economy.
- "I don't believe we're going to see any letup in oil
prices before the (U.S. presidential) election," Gheit said.
- Nearly 20 million barrels of oil have been shut in since
Ivan hit the Gulf of Mexico in mid-September, and daily oil production
in the region remains 27 percent, or 462,000 barrels, below normal,
the U.S. federal Minerals Management Service said on its Web
site Friday.
- While oil prices are more than 70 percent higher than a year
ago, they are still around $25 below the peak inflation-adjusted
price reached in 1981.
- Greenspan said Friday the rise in energy prices is likely
to have far less of an impact on the economy than the oil shocks
of the 1970s. He predicted that the global economy will adjust
by boosting energy exploration and production and by increasing
fuel efficiency. But he conceded that the transition period could
feature unexpected bumps.
- One major concern for the market, analysts say, is that the
world's excess production capacity - the amount of immediate
surplus supply - is about 1 percent of daily demand, now estimated
to be above 82 million barrels.
- However, analysts said demand does not fully account for
the skyrocketing prices.
- "Demand is strong, but not as strong as the numbers
would suggest," Gheit said. "Demand is embellished
... and global inventories are rising, and will continue to rise."
- The thin supply cushion in the event of an extended production
outage has led to the markets' focus on events such as the just-concluded
oil workers' strike and threats of rebel attacks in Nigeria,
Africa's largest producer; sporadic attacks by militants on Iraqi
pipelines; unrest in Saudi Arabia, the world's largest producer;
the on-again, off-again tax battle between the Russian government
and oil giant Yukos; and political tensions in key OPEC producer
Venezuela.
- Nevertheless, Gheit pointed out that despite these events,
oil production in Iraq, Saudi Arabia, Nigeria, Venezuela, Norway
and Russia has not been negatively influenced.
- "The only physical destruction has been Hurricane Ivan,"
Gheit said.
- Declines in U.S. distillate stocks just before the Northern
Hemisphere winter are the latest in a line of supply factors
to concern the oil markets.
- The U.S. Energy Department said in its weekly petroleum supply
report Thursday that commercially available supplies of heating
oil declined by 1.2 million barrels for the week ending Oct.
8, falling to 50.0 million barrels, or 10 percent below year-ago
levels.
- "It's all a run towards the winter season, it's all
heating oil driven," said Esa Ramasamy, oil editorial manager
for energy reporting agency Platts. "Stock levels in the
Northern Hemisphere (are) low for diesel, which is what heating
oil is all about."
- Ramasamy said diesel and kerosene are used for heating oil,
and the demand is even greater because airline usage of jet fuel
- kerosene with additives - increases in winter.
- "Air travel also peaks in winter. So you have jet fuel
and heating demand - two markets competing for the same commodity
which means there is increasing demand pressure," he said.
- Jet fuel costs around $64 per barrel currently.
- The distillate draw, combined with an 11.2 percent week-on-week
increase in U.S heating oil demand, means that inventories need
to build substantially in order to avoid fears of a supply shortage,
Credit Suisse First Boston said in a research note.
- In London, Brent crude for December delivery on the International
Petroleum Exchange settled down 16 cents to settle at $49.93.

- U.S. TRADE DEFICIT SWELLS TO $54bn (one
month)
- WASHINGTON, Oct 14: The US trade deficit boomed to $54 billion
in August, the second biggest in history, as the country was
swamped by high-priced oil and Chinese-made goods.
- The total gap grew 6.9 per cent from July to a seasonally
adjusted $54.0 billion in August - $1 billion short of the record
posted two months earlier, the Commerce Department said.
- The scale of the deterioration surprised analysts, who had
expected a deficit of about $51.5 billion. "The US trade
deficit is above $50 billion for the third month in a row,"
said CDC Ixis economist Rene Defossez.
- "Oil is one explanation of this poor performance: since
last June, oil prices are on a rapid upward trend. The growth
gap between the US and its main trading partners is another explanation."
- Imports rose solidly, gaining 2.5 per cent to $150.7 billion,
but US exports were flat, edging up just 0.1 per cent to $96.0
billion, the Commerce Department said. A breakdown of the raw,
unadjusted, data showed that the shortfall with members of the
Organization of Petroleum Exporting Countries (Opec) surged 17.4
per cent to a record $7.0 billion. With China, the US deficit
rose 3.3 per cent to a record $15.4 billion.
- With Canada, the trade deficit expanded 12.7 per cent to
$6.6 billion. In trade with Japan, the US shortfall was flat
at $6.4 billion. The gap with the 25-nation European Union shrank
9.2 per cent to $9.6 billion.
- Overall, the American petroleum deficit widened 11.7 per
cent to a record $14.1 billion in August. Crude oil imports gained
10.3 per cent to 331.2 million barrels as the average price of
a barrel soared 9.3 per cent to a 23-year record $36.37 a barrel.
- "Oil is sucking an awful lot of income out of the economy,
that is for certain, and there is also a troubling slowdown in
our export activity," said Joel Naroff, president of Naroff
Economic Advisors.
- "You put the two of those together and you have got
some additional uncertainties as far as the economy goes."
Flat US exports could be an early sign that the high world oil
prices were crimping foreign economic activity, especially in
Europe, he said.
- "The higher oil prices I am sure are kicking them in
the head just as much as they are doing here. It has got to be
a real worry in Europe. This may be an indication that it is
becoming an issue."
- The huge US deficit with China, meanwhile, appeared set to
carry on widening, Naroff said. "China is shipping everything
they possibly can here and the reality is that their markets
are not open enough, broad enough or deep enough to buy enough
from us," he said. "That is just a reality that ultimately
will have to be dealt with. It is a political issue as much as

- This year's surge in energy prices is likely to have far less
of an impact on the economy than the oil shocks of the 1970s,
Federal Reserve (news - web sites) Chairman Alan Greenspan (news
- web sites) said Friday.
 Greenspan predicted that the global
economy will adjust to the recent surge in prices, which has
seen oil topping $50 per barrel, by boosting energy exploration
and production and by increasing fuel efficiency. But he conceded
that the transition period could feature unexpected bumps.
- "We and the rest of the world doubtless will have to
live with the uncertainties of the oil markets for some time
to come," Greenspan said in remarks to the National Italian
American Foundation in Washington.
- Oil prices closed at a record of $54.76 per barrel on Thursday
as fears about supplies in the United States and the possibility
of attacks on oil pipelines in the Middle East have sent the
price of crude to record levels in dollar terms.
- Greenspan, however, noted that even with the recent jump,
energy prices are still only three-fifths as high, after adjusting
for inflation, as they were at their all-time peak in February
1981.
- He said this means that the overall impact on the economy
should be lower this time around than during that period, when
the oil shocks of the 1970s and early 1980s were enough to push
the country into a series of recessions.
- Greenspan said that so far this year, the rise in energy
has probably trimmed the gross domestic product by about 0.75
percentage point, far less than the shocks of two decades ago.
- However, Greenspan warned, "Obviously, the risk of more
serious negative consequences would intensify if oil prices were
to move materially higher."
- However, he said he believed that existing technology and
improvements spurred by the increase in prices should be sufficient
to "ensure the needed supplies (of energy) for a very long
while."
- Greenspan in his comments Friday made no reference to the
Fed's current drive to raise interest rates to make sure that
a rebounding economy does not generate unwanted inflationary
pressures.
- The central bank has boosted its key policy instrument, the
federal funds rate, from a 46-year low of 1 percent to 1.75 percent
currently, making quarter-point moves at its meetings in June,
August and September.
- Analysts believe the Fed will keep raising rates at a moderate
pace for the rest of this year.
- Greenspan, a conservative economist who sets great store
in the power of free markets to govern the economy, said he believed
that market forces would act as they did in the 1970s to buffer
the economy from the shocks of rising prices.
- "Although OPEC (news - web sites) production quotas
have been a significant factor in price determination for a third
of a century, the story since 1973 has been as much about the
power of markets as it has been about power over markets,"
Greenspan said. "The signals provided by market prices have
eventually resolved even the most seemingly insurmountable difficulties
of inadequate domestic supply in the United States."
- Greenspan did not make any comments on current economic conditions
although he said last month that he believed the economy had
"regained some traction" after a slowdown in activity
in late spring that he blamed on this year's sharp spike in energy
costs.
