the end of 2007.

by the end of the year, as the time before the 2008 elections

a patented ID system based on a RFID Bio-Ink Tattoo. When applied,

January 15, 2007 issue) A startup company has developed a chipless
radio frequency identification ink that it says has been successfully
stamped on cattle and read from as much as 4 feet away.

- The most common RFID systems, such as those used for
toll-road passes or for tracking merchandise in warehouses, contain
a chip and antenna. The process revealed by Somark Innovations
last week uses an array of microneedles and an applicator with
a one-time-use ink capsule to stamp an animal. The ink can be
colored or invisible, and applied through fur.
- The company sees a market for the passive RFID technology
to track cows in order to reduce financial losses from cases
of mad cow disease. Somark, formed in 2005 in St. Louis, is raising
venture financing and hopes to license the technology for use
with laboratory animals, dogs, and cats; for tracking prime cuts
of meat; and even for tracking military personnel.

Ranchers might want an invisible stamp in order to make it more
difficult for cattle thieves to tell which animals have been
marked. Today, cattle are often tracked with ear tags.
- Current chipless RFID systems include those with metal fibers
embedded in paper and packaging materials. Other uses include
tracking documents, preventing counterfeits, and creating "smart
labels."
- Co-founder Mark Pydynowski declines to say what is in its
ink, except that it doesn't contain metals and is 100% biocompatible
and chemically inert. That could let ranchers and meat buyers
use stamps to verify that select cuts of meat originated in a
hormone-free environment, Pydynowski says, adding that consumers
would destroy the system by breaking down the ink when chewing
the meat. That would prevent Big Brother from using a scanner
to know whether someone ate a Big Mac or a filet mignon.
- For people squeamish about the use of RFID, who worry about
a tag on every item invading privacy, the digestibility of chipless
RFID ink isn't likely to be enough to put their minds at ease.

India, Pakistan and Iran have agreed on a "price formula"
that will govern the cost of gas through the Iran- Pakistan-India
(IPI) gas pipeline based on the price of natural gas in Japan,
which they have accepted as the most suitable yardstick. Japan
currently accounts for half the natural gas consumption of the
world and its energy market is not as erratic as others. According
to an Asian Age report, the special representative of the Iranian
minister of oil on IPI and director of international affairs
in the oil ministry, Hojatollah Ghanimifard, said in remarks
that a model had been worked out so that "when the contract
is signed, no set figure would be mentioned and the price will
be calculated according to the said formula.
- "For example, if gas is to be transferred four years
later, at that time, we would introduce the price of Japan's
imported crude oil, not when the contract is signed." He
said that the agreement on the inclusion of a price line in the
contract has been a major achievement in the last round of trilateral
negotiations.
- The main hitch, according to Ghanimifard, is the inability
of India and Pakistan to reach a final conclusion on gas duties.
He said a decision had been taken to resolve this at the petroleum
ministers' level, with indications that Murli Deora will now
visit Islamabad to finalize the details. This will be a crucial
meeting and was expected to be held this month although no dates
have been fixed as yet, particularly as a bilateral agreement
on gas duties between New Delhi and Islamabad is essential for

- MOST GAZA EVACUEES WON'T GET PERMANENT HOUSING FOR 3 YEARS

Last update - 11/07/2007 The vast majority of those evacuated
from Gaza Strip settlements in the 2005 disengagement will continue
to live in temporary housing arrangements for the next three
years, according to information presented at a meeting of the
State Control Committee on Tuesday. The deputy director general
of the Prime Minister's Office, Ra'anan Dinur, told the committee
that construction has begun on only two of the 24 communities
and neighborhoods designated as the future homes of the Gaza
Strip evacuees.
- Participants in the meeting, which was lead by committee
chairman MK Zevulun Orlev (National Union-National Religious
Party), learned that at least 75 percent of the families currently
living in temporary housing sites will remain in them for three
more years. The original plans called for the permanent resettlement
of all the evacuees within two years of the August 2005 withdrawal.
- Between 1,200 and 1,500 of the families evacuated from Gaza
and the northern West Bank are living in 16 different temporary
sites. Dinur said the government recognizes the need to resettle
the former settlers as communities rather than as individual
families. Since the disengagement, evacuees have accused the
government of foot-dragging on the construction of permanent
housing.

claimed that in contrast to Dinur's claim, the government considered
community-based solutions for the evacuees only in the wake of

- IDF: WAR WITH SYRIA WOULD BE 10 TIMES WORSE THAN HIZBULLAH
- July 11, 2007 - THE JERUSALEM POST - Predicting that war
with Syria could erupt if Prime Minister Ehud Olmert does not
begin peace negotiations with Damascus, the latest IDF assessment
also states that such a conflict would be "at least 10 times
worse" than last summer's conflict with Hizbullah.
- Military Intelligence is also identifying and pinpointing
targets for the IDF in the event that a strike is launched against
Iran's nuclear facilities. MI recently established a new division
to translate intelligence into concrete targets and information
that can be used by units in the field. The new division is headed
by Brig.-Gen. Nitzan Alon, a former commander of the General
Staff's Reconnaissance Unit (Sayeret Matkal.) The Israel Air
Force has its own department that is responsible for processing
intelligence and identifying targets.
- According to IDF assessments, Syria is not interested in
an armed confrontation, but has stepped up its preparations for
war since last year's Israel-Hizbullah conflict. Due to the lack
of communication between the two countries, the IDF assessment
is that a war could erupt sometime in the coming year if a diplomatic
resolution is not reached first. If war breaks out, the IDF believes
Syria would fire thousands of long- and short-range missiles
at Israeli cities. The assumption is that a war with Syria would
erupt due to a "miscalculation" along the border, in
the form of a terrorist attack that escalates into a larger conflict.
- Syria has come to believe that the United States will attack
Iran this summer, and that as a result, Israel will once more
go to war with Hizbullah. If that happens, Syria believes Israel
will not confine its operations to Lebanon, but will also strike
Syrian targets.
- Syria has transferred several hundred medium-range missiles
to Hizbullah, The Jerusalem Post has learned, which has completely
replenished its weapon supplies, exhausted during last summer's
war. The missiles include 220-mm. and 302-mm. Katyusha rockets
that have ranges of up to 60 kilometers.
- The IDF suspects that Hizbullah may have received more advanced
Iranian and Syrian missiles, with the assumption being that any
weapon small enough to fit into a standard 12-meter shipping
container has been sent to the guerrilla group by the two countries.
Turning to Iran, the assumption is that Teheran will continue
to advance with its nuclear program, in defiance of United Nations-imposed

ISRAEL MUST APPEASE SYRIA TO AVERT WAR - IDF
Despite Israel's far superior claim to the Golan, all its recent
leaders - at least some motivated by a sincere desire to make
peace - have indicated a willingness to surrender the heights.

July 12, 2007 - The Israel Defense Forces believes that if war
should erupt between Israel and Syria, it would be far more destructive
than last summer's conflict with the Lebanese Hizb'allah. "Ten
times worse," according to sources quoted in The Jerusalem
Post Wednesday. The recommendations of those making this assessment
is that Israel must engage Syria in peace talks as soon as possible
in order to avert such a war. Israel's peacemaking history suggests
the Jewish state will resort to appeasement to try mollify the
aggressors in Damascus.
- Syria demands - with the full support of the international
community - that Israel hand over the Golan Heights if it wants
to live in peace: The state of war with continue until the Jews
relinquish the plateau.
- Despite Israel's far superior claim to the land, all its
recent leaders - at least some motivated by a sincere desire
to make peace - have indicated a willingness to surrender the
Golan. The Golan Heights were included in the inheritance of
the Israelite half-tribe of Manasseh, which settled them three-and-a-half
millennia ago. At the time of Jesus, 2000 years ago, they were
part of Roman-occupied Judea.
- Their inhabitants revolted against Rome, which responded
by killing and driving out the Jews.
- In the second half of the 1800s and the first two decades
of the 1900s, returning Jews purchased tracts of land and established
communities on the Golan. Arab marauders and rioters killed some
of them and drove the rest off their lands in 1920.
- In 1967, Israel took the heights from Syria in a war of self
defense. They have been under Israel's control for 40 years,
and part of the sovereign State of Israel since 1981. Syria held
the heights for a mere 26 years from its independence until the
Six Day War. During that time, the Arabs used the Golan solely
as a platform from which to shoot Jews in the Upper Galilee kibbutzim
and on Lake Kinneret. Israel's presence on the heights - from
which the IDF can monitor events deep inside Syria - has helped

- PERES MOVES INTO BEIT HANASSI
Jul. 16, 2007 - By GREER FAY CASHMAN - JPost.com - President
made a positive impression in his first meeting on Monday with
Beit Hanassi staff members, not just because of the reputation
that precedes him, but because of his attitude. Peres met each
staff member, looking them full in the face and asking their
names and what they do. "We didn't need him to be introduced
to us," said one staff member who asked not to be quoted
by name. "We all know who he is and we're very proud to
be working with him."
- The neighbors across the street were also happy, and some
were hanging over their balconies, cameras ready, to photograph
his arrival. Unfortunately, they were disappointed. The car in
which Peres was transported to Jerusalem from his private residence
in Tel Aviv had the windows shaded.
- Speaking with the staff in general terms, Peres emphasized
that above all, the presidency must not disappoint the citizens.
He respected the employees of Beit Hanassi, he said, and asked
them for their full partnership in fulfilling the expectations
of the nations' people.

- ANALYSIS: BUILDING A BRIDGE OVER TROUBLED WATERS
- Jul. 17, 2007 - By HERB KEINON Just over five years ago,
in a dramatic Middle East policy speech that led the way to the
road map to peace US President Bush essentially said that Yasser
Arafat was not a partner for peace. That speech lent a great
deal of justification to Israel's quarantine of Arafat in his
Mukata compound in Ramallah.
- A similar theme ran through Bush's remarks on Monday night.
But this time it was not just one man that the US president was
placing beyond the pale, but an organization - Hamas - with a
massive following and a territorial base much more significant
than the Mukata.
- As a result, sidelining Hamas will be much more difficult
than isolating Arafat.
- But if the speech five years ago led to the launching of
the road map, Monday night's speech laid the foundation of an
overpass aimed at bridging the current difficult reality.
- This reality can be summed up as follows: Palestinian Authority
Chairman Mahmoud Abbas can make all the right declarations, but
does not have the ability to assert his authority over all the
West Bank and Gaza, and Prime Minister Ehud Olmert is limited
- because of the bitter Israeli experience of the last seven
years and his own political weakness - as to what he is now able
to offer the Palestinians.
- Hence the bridge. And the bridge that Bush laid out Monday
night is based on new Quartet envoy Tony Blair, and the regional

IRAN'S OIL REVENUE RUNNING DRY, IRAN'S ECONOMIC WOES

- Iran is suffering a staggering decline in revenue from its
oil exports, and if the trend continues income could virtually
disappear by 2015, according to an analysis published this week
in a journal of the National Academy of Sciences.
- Iran's economic woes could make the country unstable and
vulnerable, with its oil industry crippled, Roger Stern, an economic
geographer at Johns Hopkins University, said in the report and

- Iran earns about $50-billion (U.S.) a year in oil exports.
The decline is estimated at 10 to 12 per cent annually. In less
than five years exports could be halved and then disappear by
2015, Mr. Stern predicted.
- For two decades, far longer than its designation by U.S.
President George W. Bush in January 2002 as part of the axis
of evil, the United States has deployed military forces
in the region in a strategy to pre-empt emergence of a regional
superpower.
- Iraq was stopped in the 1991 Persian Gulf War, but a hostile
Iran remains a target of U.S. threats.
- The U.S. military exercises have not stopped Iran's drive.
But the report said the country could be destabilized by declining
oil exports, hostility to foreign investment to develop new oil
resources and poor state planning, Mr. Stern said.
- Mr. Stern's analysis, which appears in this week's edition
of the Proceedings of the National Academy of Sciences, supports
U.S. and European suspicions that Iran is trying to develop nuclear
weapons in violation of international understandings. But, Mr.
Stern says, there could be merit to Iran's assertion that it
needs nuclear power for civilian purposes as badly as it
claims.
- He said oil production is declining and both gas and oil
are being sold domestically at highly subsidized rates. At the
same time, Iran is neglecting to reinvest in its oil production.
- With an explosive demand at home and poor management,
the appeal of nuclear power, financed by Russia, could fill a
real need for production of more electricity.
- Iran produces about 3.7 million barrels a day, about 300,000
barrels below the quota set for Iran by the oil cartel, the Organization
of Petroleum Exporting Countries.
- The shortfall represents a loss of about $5.5-billion a year,
Mr. Stern said. In 2004, Iran's oil profits were 65 per cent
of the government's revenues.
- If we look at that shortfall, and failure to rectify
leaks in their refineries, that adds up to a loss of about $10-billion
to $11-billion a year, he said. That is a picture
of an industry in collapse.
- If the United States can hold its breath for
a few years it may find Iran a much more conciliatory country,
he said. And that, Mr. Stern said, is good reason to belay any
instinct to take on Iran militarily.
- What they are doing to themselves is much worse than
anything we could do, he said.
- The one thing that would unite the country right now
is to bomb them, Mr. Stern said. Here is one problem
