BUSH CHARGES USAID AGENCY WITH THE TASK OF REBUILDING PA/PLO INSTITUTIONS DEBKAfile’s Washington sources reveal that the White House has entrusted the international development agency, USAID, with the task of rebuilding Palestinian Authority institutions from scratch. The administrator of this body, Andrew Nacios, and his deputy, Frederick Schieck, are presidential appointees. The vice president’s daughter, assistant deputy secretary of state Elizabeth Cheney, has been named overall coordinator of the program, including CIA operations, for overhauling Palestinian governance. USAID is no stranger to the region. It has been operating in Yesha [Judea, Samaria, and Gaza] since before the 1967 war. Nonetheless, though hardly noticed, USAID offices and facilities in Palestinian areas were not dismantled throughout the Oslo-dominated nineties and the Clinton presidency.
 
They now stand ready to be fully reactivated as a central instrument of the American presence in Palestinian a reason. The Bush administration has assigned USAID a leading role in five of its regular spheres, all essential components of the new Palestinian government: 1) Water, electricity, transport and infrastructure; 2) Democracy: The creation of elected national and local authority; 3) Public health: Setting up medical and social welfare services; 4) Education: Creating a new school system whose curricula is not impregnated with nationalist and religious incitement. This will be America’s first experiment in creating for a Muslim-dominated society an educational system free of the taint of fostering terrorism ­ suicidal terrorism, in the Palestinian case; 5) Community Services: To be made the main instrument for creating a judiciary; and 6) Security has been added to USAID’s regular spheres of control. DEBKAfile’s sources report that the United States has begun recruiting Palestinians for the two new systems it regards as pivotal: the judiciary and security. The CIA has been assigned! d with creating a single new security force with a single command, according to a plan drawn up by its director, George Tenet, to replace the dozen or more security groups subject to Arafat. CIA STEPS UP PLO TRAINING
United States Central Intelligence Agency [CIA] director George J. Tenet held a pivotal meeting Saturday with PLO leaders Yasser Arafat's interior minister as the Palestinians push for completion of a US plan to improve security in Yesha [Judea, Samaria, and Gaza]. Tenet's 90-meeting at his headquarters in Langley, Virginia, with Abdel Razak Yehiyeh was part of a lengthy review of security measures and how they might be improved. Israel has informed the CIA it is willing to withdraw from Gaza, provided violence is checked, and clear the way for Palestinian security forces to take over. But the Palestinians want a parallel withdrawal from Ram'Allah, where Arafat has his headquarters.
 
There could be a compromise that entails Israel pulling out of one or two other Yesha towns. Meanwhile, a CIA team that visited the Middle East region secretly has formulated a detailed plan for security reforms in the Palestinian Authority [PA/PLO]. The team spent several weeks in Israel, meeting with top security officials on the Palestinian side, and apparently with Israeli officials as well. They did not meet with Arafat, as per the US administration's instructions to circumvent him. The team handed in its report last week to the administration in Washington and recommended profound changes in the structures, tasks, operations, and recruitment programs for the PA/PLO security services. The administration is now studying the recommendations, in consultation with Jordan, Saudi Arabia and Egypt, which have agreed to help implement the reforms. SHARON VOWS TO HELP U.S. IN EVERY WAY
September 12, 2002 Tishrei 6, 5763 - By Dalia Shehori - A minute's silence was held at the beginning of yesterday's cabinet meeting to honor the memories of all those killed in last week's terror attacks in the U.S. Prime Minister Ariel Sharon said that Israel is at America's side and will do all it can to help the United States.

Sharon said that U.S. President George W. Bush had sent his deep appreciation for all Israel has done so far. He also said that Israel is placing great importance on the international anti-terrorism coalition that the U.S. is now seeking to establish.

Defense Minister Benjamin Ben-Eliezer said that even now, after the terror attacks on New York and Washington, Palestinian Authority Chairman Yasser Arafat has given no order and has done nothing to thwart or prevent terror attacks originating in those areas under the PA's rule. Ben-Eliezer also said that the terrorist organizations are still planning attacks.

Interior Minister and Shas Chairman Eli Yishai demanded that the cabinet discuss the breach of Shabbat and the status quo by operating the national carrier, El Al, over the weekend between New York and Tel Aviv, as well as the prime minister's meeting with Foreign Minister Shimon Peres on Saturday.

Sharon responded by saying that the government is committed to the status quo on religious matters, as is set out by the Basic Law on the Government, but that, "what is important isn't what has already happened, but rather what will happen." The prime minister said that "sometimes there are extenuating circumstances," though he added that he did not want to comment on the matter since, "I was not informed and no one asked for my permission."

Transportation Minister Ephraim Sneh reiterated his statement from the weekend that the circumstances were indeed extenuating, as thousands of people were in a difficult situation and in distress.

Sharon apologized for meeting with Peres on Shabbat, saying that, "we believed that it was vital to set up [a meeting] because of the circumstances. Perhaps we were wrong, but the issues were certainly important and urgent."
