Israel and the Palestinians had been set to launch US-mediated negotiations last month when Israel announced plans during a visit by Vice President Joe Biden to build 1,600 homes in a Jewish housing project in east Jerusalem. April 19, 2010 - by: Ben Evansky - The Obama administration is reportedly signaling another major shift in policy towards one of its staunchest allies, Israel, and this shift could change the way it votes at the Security Council. The change would mean an end to the US' use of its veto power in the United Nations Security Council when certain anti-Israel resolutions are introduced for a vote. Reports surfaced a couple of weeks ago, that a senior US diplomat met with Qatar's foreign minister in Paris. They discussed the possibility that the US was giving serious consideration to not using its veto if a vote on Israeli settlements was to come up. It has been the policy of successive administrations to veto virtually all anti-Israel resolutions at the Security Council. While the Israeli spokesperson at the United Nations would not comment on the reports, US officials at the UN told Fox News that there is no such initiative before the Security Council and they are not "pursuing or encouraging such action", but some critics believe they are playing a game of smoke and mirrors. Anne Bayefsky is a senior fellow at the Hudson Institute and Touro College and says the administration, like none other before them, appears prepared to blackmail Israel at the UN. She says "The administration may imagine that the threat of withholding the veto at the Security Council, or the failure to oppose vigorously any one of a constant stream of anti-Israel UN concoctions, will be good for the United States. They will be dead wrong." She believes "Israel's enemies are America's enemies, and an effort by the Obama administration to use the UN as a tool to blackmail Israel or undermine Israel's independence and security is a double-edged sword." Daniel Levy the Director of the Middle East Task Force at the New America Foundation in Washington disagrees. He tells Fox News that he doubts the US would vote for a UN Security Council resolution against Israel and expects that they will continue to veto them but he says the veto has not always been used by the administration on votes concerning Israel. It was last month when tensions between the Obama administration and Jerusalem surfaced. While on an official visit to Israel, Vice President Joe Biden and the administration were infuriated when the Israeli Housing Ministry announced it was building 1600 new units in a hitherto undisputed part of Jerusalem. Ever since then, relations between the two erstwhile allies have been tense. Levy who also advised former Israeli Prime Minister Ehud Barak tells Fox News that "if Israel were to continue to flout its own commitments, undermine the possibility of a two-state solution, or if in the context of a peace process impasse, the US and its Quartet allies were to advance their own plan, then under those circumstances it is conceivable that the US would support or abstain on a UN Security Council vote". He believes that such an outcome would be "presented as being part of, rather than in contravention of, America's support for Israel." John Bolton the former US ambassador to the UN, and now a senior fellow at the American Enterprise Institute for Public Policy in Washington says that successive US administrations have played a vital role in stopping the delegitimizing and marginalization of Israel at the UN, and that foes "knowing that the United States was not prepared to countenance mischief making in the Security Council alone deterred considerable unhelpful activity, and at least mitigated much of what remained." He says "If President Obama materially changes this long-standing, bipartisan American policy, peace in the Middle East will be set back. Prime Minister Binyamin Netanyahu made a mistake in not attending the International Nuclear Summit in Washington earlier this month. Not only should he have attended, but he should have also dropped this (pardon the pun) bombshell: “Israel is now prepared to sign the Nuclear Nonproliferation Treaty.” That, of course, would lead to a reverse in the decades’ long policy of obfuscation about our nuclear program, admitting publicly for the first time what everyone already knows. Netanyahu should not have stopped there. He should also have seized the opportunity – and the world’s stage – to declare Israel’s willingness to not only open up its nuclear facilities for inspection, but also a desire to reduce, and eventually completely decommission, our entire nuclear arsenal. What could justify such a dramatic reversal of policy? It is not, as some readers might assume, because I am a wild-eyed, naïve liberal who never found a weapons system I didn’t hate nor a war worth pursuing. To the contrary, most people who know me would consider me a part of the right-of-center camp. Indeed, as a student of realpolitik, I firmly believe in not only the projection of power (as a necessity for deterrence) but also actual power itself. And if I ever had any doubts, I eerily completed writing the above sentence just as the soul-piercing siren blasted here in Israel to commemorate Holocaust Remembrance Day. Upon hearing it, I dutifully rose from my chair and stood silently in contemplation. For those two minutes during which this siren rang on the outside, the conviction to never allow Jews to relinquish the ability to defend themselves rang equally powerfully on my inside. SO WHAT gives? Why should Israel voluntarily relinquish its nuclear weaponry, our most powerful commitment to and meaningful expression of the phrase “never again”? There are two answers: The world has changed, and our values have not. Let’s talk about the world first. When Israel developed nuclear weapons, our neighborhood was populated by some very dangerous – but marginally rational – states. The threat of being wiped off the map by an Israel that felt it had no other available option provided the necessary incentive for these states to behave slightly more rationally and slightly less dangerously. Nuclear weapons, therefore, made sense. In deterring our enemies from taking too risky a gamble at destroying us, they lowered the flame of both the potential for war as well as the intensity of one if in fact it broke out. Today, however, our nuclear arsenal is beginning to play an entirely different role. Rather than keeping the flame low, it is inspiring others to pursue their own nuclear ambitions – and unfortunately, it is our justified desire to prevent these ambitions from being fulfilled that might ignite the next significant war. So rather than serving as a deterrent for war, it might actually become an accelerator. Additionally, it might very well be the relative powerlessness of these states that has inspired them to use terror proxies to attack us on our northern and southern borders. Which leads me to the next point: The greatest threat to Israel’s existence today does not emanate from these dangerous state actors alone, but also from a variety of dangerous nonstate actors – such as terrorist entities which might somehow acquire a small nuclear device capable of being concealed in a suitcase. Against such a threat, our nuclear arsenal is impotent. After all, unlike our enemies of days gone by, these terrorists have no address to send a return package. Worse still, they would enjoy nothing more than the chaos and condemnation created by pushing Israel into a corner where it might actually push the button. In such a new world, the once sanguine policy of mutually assured destruction (MAD) is simply mad. And then, of course, there are our values, which thankfully have not changed. The Israelites were determined to remain as servants 'only' to the G-d of Israel and never to be slaves to pagan idolatries. In 175 BCE the Jewish revolt against the Greeks began in Modi'in, a town where Hebrew priests resided, when the High Priest Matityahu destroyed a pagan altar and the Greek statues that stood in the city center. Matityahu killed the entire Greek military unit who had come to Modi'in to force the Jews to accept the Grecian pagan faith which made it compulsory to eat pigs. Matityahu called to his people "Mi l'HaShem alai" ("Who is with G-d will come with me"). The first to join him were his five sons and the priests of Modi'in and together they started the G-dly revolt to liberate the Land of Israel from Greek Hellenistic control. Talkbacks (1) Deputy Foreign Minister Danny Ayalon and MK David Rotem, both of Israel Beiteinu, will be heading to New York on Sunday for a series of meetings with Jewish leaders in a bid to pacify concerns in the Diaspora about the materializing Conversion Bill. The bill’s original intent was to expand conversion powers beyond the specialized conversion courts to municipal and regional rabbis, thus opening the way for easier processes, but articles that appeared in the legislation during the drafting process might limit the rights of converts to make aliya. Ayalon told The Jerusalem Post on Thursday that the heads of American Jewry’s largest umbrella organization, the Jewish Federations of North America (JFNA), had called on the Israeli government last month “to enter into dialogue with Diaspora Jews before making any proposed changes to the Law of Return.” In response to the concern, Ayalon and Rotem “decided to meet with leaders of the different Jewish movements and explain that their status will not be changed,” he said. “We will be going to listen to them, continue a dialogue I started when I met with [Union for Reform Judaism president Rabbi] Eric Yoffie, Rabbi Stuart Weinblatt and others, to hear the concerns and be a vehicle for them to let all concerns be known here vis-à-vis the ultra-Orthodox [establishment in Israel],” explained Ayalon, who is a former ambassador to the US. “We are not going to change the Law of Return in any way or shape. We want to continue to exchange thoughts and be very attentive to their concerns,” he added. “Our main concern is to make sure there are no unnecessary rifts or concerns. Just like in a family, you have to solve it through dialogue. We are going to share with [the US Jewish leaders] as partners, brothers and sisters,” he went on. “Their concern is that conversions taking place overseas might be affected, but they will not.
